Abstract EN

With a view to the adoption of advanced regionalization reform, adopted in 2015, the territorial cillectivities have become a major intervening party in different aspects of the Moroccan public within the territory.

This leading role is gained as a result of several political, economic, and social changes at both national and international systems.

Partnership is considered one of the important procedures in the management of public affairs, which allows for shared collaborative work in territorial decision-making.

The Moroccan legislators have been backing up this effort soon after the adoption of the Constitution of 2011 along with regulatory laws ,enacted in 2015, concerning the territorial collectivities, which consistently emphasize the central and fundamental role of associations in the management of territorial affairs, and grant the territorial collectivities broad competences to guarantee their free management.
