Abstract EN

After nine years since the launch of the workshops to set participatory democracy in Morocco, we have studied and evaluated the path that was reached by the set of participatory democracy mechanisms on the territorial level by combining the theoretical and the practical.

The real participation of civil society associations remains negative and below the required level in managing local affairs.

It is weak, limited, occasional and not institutionalized.

There are several causes behind this poor performance that limit the aspirations of civil society associations, and stand in front of them to participate in managing local affairs.

Some causes are related to the general climate.

There are other causes that are related to the associative actor himself including poor training, lack of human resources, and deficiency in financial resources.
