In view of the expansion of the activity of the central authority and the increasing tasks assigned to it, it has become necessary to distribute competencies between them and decentralized units.

The latter are an important and effective element of territorial development due to the role they play as administrative institutions in the development and implementation of development plans, goals and programs, and this can be achieved only if the administrative apparatus is dynamic and capable of absorbing modern management concepts and using them to serve development at all levels.

The adoption of the administrative decentralization policy is based on a set of mechanisms that would strengthen this system, among which we find the sharing and distribution of competence from the center to the margins on the basis of the principle of branching, and then the adoption of delegation as the main mechanism for activating administrative decentralization.

Here, a major question arises as to the development approaches adopted to give the central authority a margin of freedom from decentralized interests.
