The last perriod between 2011-2016 saw a different dynamism of protest in the political and sicial fields, in a pressing regional and international environnent One of the main outcomes of this dynamic was the launch of a comprehensive review of the Constitution, which was described as a Constitution of Rights and Freedoms, whereas the provisions of the chapter 28 relating to the Right of expression and freedom of the press are one of the important requirements which characterize the Constitution.

For this purpose, it will be mentioned in the press and publishing code with the promulgation of the law n 88.13, and law n 89.13 relating to the status of journalists, and law n 90.13 relating to the Nation press Council, this procedures aim to develop jouralistic practice and give a more guarantee to exercise their right of opinion and expression.

However, this path of coutious optimism soon saw the outbreak of legal proceeding against journalists, with frequent cases of the requirements of criminal law instead of the provisions of the press and Publishing Code, noting the weak interaction with international mechqnismes for the protection of humain right, however their contractuel aspect.
