Le processus de dématérialisation des marchés publics s'impose, par les temps qui courent, comme une étape inévitable dans le chemin vers la modernisation de la procédure de passation des marchés publics et, surtout, afin d'y asseoir davantage de transparence et de rationalité dans la gestion des deniers publics.
Tout indique donc que la dématérialisation des marchés publics sera considérée comme le chantier des prochaines années, et elle en est même le défi le plus important.
Elle est donc un garde-fou qui permet de renforcer le respect des principes généraux de la commande publique, tel que le traitement équitable des candidats et la transparence des procédures dans la mesure où elle assure une traçabilité précise des actions qui ont été menées par les opérateurs économiques sur la plate-forme de dématérialisation.
La mise en place d'un outil d'information adéquat est la condition sine-qua-non de tout processus de dématérialisation des marchés publics.
Ceci est une vérité constante corroborée aussi bien dans les standards internationaux que dans la réglementation algérienne des marchés publics.
