This research paper presents a cognitive approach that includes the feasibility of incubating emerging institutions in the scientific incubator, from the incubation cycle to the institution's graduation, focusing on the scientific study of establishing scientific incubators, and their role in the sustainable local development of emerging enterprises and qualifying young entrepreneurs to understand the requirements of successfully managing their projects.
