Since the ancient times, philosophers had been interested in studyingpolitical participation, in the context of their discourse aboutdemocracy, and the system of governance and the relationship of theruler to the ruled.

The issue of political participation continues to beof interest to this day, as it has become the subject of great interest atall levels, theoretical and empirical, because it is the basis for and aprecondition for any democratic system.

There cannot be any talkabout democracy in isolation from political participation, as it carriesthe pillars and principals which prevent the rise of dictatorship andpolitical tyranny.

It is also a prerequisite for any economicdevelopment.

In this paper, we will attempt to identify the most importantintellectual and theoretical orientations that dealt with the subject ofpolitical participation, especially the philosophers of the Greeks, alsothe ideas of the Arab scholar Ibn Khaldun until the seventeenthcentury, where the ideas of the social contract scholars emerge, JohnLocke and John Jacques Rousseau and those who came after them interms of scholars and theorists.
