أن القوانين في إسكندنافيا تساعد العاملين والتربويين بشأن ذوي الاحتياجات الخاصة أن يقوموا في إتاحة الفرصة للأفراد المصابين بمشكلات في الأداء الوظيفي فرصة التعلم من خلال الدروس العملية والفنية والحصول على النتائج الأكثر فعالية في تعزيز قدرة ذوي الاحتياجات الخاصة وتعزيز النشاط الدماغي المعبر عنه شفويا أو تحريريا أو حركيا.
حسب ما أكدت عليه القوانين والدراسات الحديثة التي أشرنا لها.

The laws in Scandinavia help workers and educators regarding people with special needs to provide the opportunity for individuals with problems in job performance the opportunity to learn through practical and technical lessons and to obtain the most effective results in enhancing the ability of people with special needs and enhancing brain activity expressed orally, in writing or in movement.
