As we are grappling with the environmental issue and its challenges in the present day, we find ourselves in particular before a special administrative control which deals with environmental matters.

However, the effectiveness of administrative control is a protective mechanism.

The environment only comes through the attribution of its functions to bodies enjoying the privileges of public authority while carrying out environmental preservation tasks, these bodies which are distributed according to the criterion of the inclusion of their competence throughout the region of the State or of its non-inclusion in the central administrative control bodies responsible for environmental protection
