The study aimed to recognize the factors of low reading skill among cycle one students from the cycle one Arabic teachers’ perspective in the United Arab Emirates and to provide a repairing program for it, as a survey of (24) paragraphs has been prepared that is divided into five chapters, and its credibility has been checked by a jury.
Also, its stability coefficient has reached (0.975), and the sample was consisted of (739) teachers from who teaches first cycle’s Arabic language in public schools of United Arab Emirates, as the researcher used descriptive method to gather the resolution’s data and to analyze and interpret it using (SPSS) program.
The study found that the responses of first phase teachers about the causes of weakness of reading among cycle one students have come high, as at the first place came the causes related to the nature of the followed method, then the causes related to the teacher, and finally the causes related to the school administration.
Based on the study results, the researcher has made a suggested program called (Read and Romp) to improve the reading skill among cycle one students.
The results of applying the program have shown a remarkable improvement among students with reading impairment in reading skill, and here becomes clear that the suggested program is effective in improving reading skill among students.
The study has also proposed recommendations to overcome the reading impairment from the cycle one Arabic teachers’ perspective, and among them: designate special lessons to develop reading skills for all cycles, join forces of all teachers of different subjects to revise letters and words at the beginning of each lesson, and make an educational platform to encourage students to read.
The researcher recommended the creation of an enrichment program that focuses on learning with playing in reading for students who have reading issues, and providing free platforms that help students develop their reading skill, and suggested re-applying the program to larger samples to check the ability of its generalization as well as applying it to other studying subjects like English language and other subjects, and applying it to other different strategies as well.
