When a flight is halted by the airline or state authorities¸ or is at the very least delayed¸ it may result in material or moral harm.

The Warsaw convention of 1927 and its amended and complementary protocols as well as the Montreal convention of 1999¸are silent on the status of flight suspensions and as long as that (ICAO) agreements do not regulate flight suspensions we must return to domestic laws that do not regulate flight suspensions.

Because of this new phenomenon there are a variety of reasons why the carrier or the government may decide to cancel the flight including the risk of returning to bad weather or jeopardizing the safety of passengers as we saw when the CORONA virus spread and shut down most airports effectively halting air travel.it is self-evident that if the debtor in a contract binding on both parties is unable to carry out his duty he must show that the inability is due to a foreign cause over which he has no control.

the Cairo force may be a primary basis for the suspension of the passengers air transport contract¸ as in the instance of strike illness¸ bad weather conditions or volcano eruption.

both the suspension of flights and the cancellation of departure indicate that the mover was not delivered to the intended site¸ but the state of delay indicates that the scheduled flight did not arrive at the destination on time.

the requirements of the flight cancellation were not regulated by the Warsaw convention of 1929 or the Montreal convention of 1999.while the Saudi Arabia organized a case of night flight cancellation and passenger rejection there is an organization provided by the European union with the rules of passenger rejection and cancel or delay flights¸ and on the contrary¸ international agreements are regulated.
