تتناول هذه الدراسة التراتيب العسكرية التي أقامها العثمانيون في الجزائر في أواخر العهد العثماني، من خلال ما ذكرته الكتابات الفرنسية، كالقناصلة والرحالة، ومجموعة من المؤرخين، الذين اعتبروها جمهورية عسكرية.
وقد اعتبرت المؤسسة العسكرية القاعدة الأساس التي يرتكز عليها نظام الحكم العثماني بالجزائر، هذا النظام الذي طبقه الأتراك بحزم، وإن اصطباغ الإيالة الجزائرية بالصبغة العسكرية يعود إلى الظروف التي تأسست خلالها الإيالة، حيث أقام العثمانيون حكمهم، اعتمادا على فكرة اعتبار السلطان هو القائد الأعلى لكل الهيئات السياسية والعسكرية والدينية في الدولة، ولتجسيد هذه الفكرة، طبق الأتراك نظاما إداريا صارما ومحكما، فقاموا بربط التقسيمات الإدارية مع بعضها على شكل حلقة متسلسلة، تبدأ بأصغر حكام الوحدات في الدولة، وتمر بحكام الولايات، إلى أن تنتهي بالباب العالي مركز السلطة العثمانية، وكان النظام الإداري في الإيالة الجزائرية يشكل جانبا مهما في العلاقات بينها وبين السلطة المركزية في استنبول.
واقد وجدت الإيالة الجزائرية نفسها ملزمة بالحفاظ على طابعها العسكري، حتى تتمكن من التصدي للهجمات التي كانت تتعرض لها من حين لآخر من طرف بعض الدول الأوروبية، ومن أشهر الحملات التي تعرضت لها الإيالة في القرنين [17 و18]، حملات فرنسا في سنوات 1665 و1684، وحملة الدانمارك عام 1770 وإسبانيا 1775 وعام 1784.
Abstract EN
This article deals with the military arrangements established by the Ottomans in Algeria in the late Ottoman period, through what the French writings mentioned, such as consuls and travelers, and a group of historians, we find that they considered a military republic.
The military establishment has been considered the basic base on which the Ottoman regime in Algeria is based, this system that the Turks firmly applied.
The pigmentation of the Algerian hierarchy with the military character is due to the circumstances during which the hierarchy was established, where the Ottomans established their rule based on the idea of considering the Sultan as the supreme leader of all political, military and religious bodies in the state.
Some of them are in the form of a chain link, starting with the smallest rulers of units in the state, and passing through the governors of the states until it ends in the High Gate, the center of the Ottoman authority, and the administrative system in the Algerian assignment was an important aspect in the relations between them and the central authority in Istanbul.
The Algerian dependency found itself obligated to preserve its military character, in order to be able to confront the attacks that it was subjected to from time to time by some European countries, and the most famous campaigns against which the dependency was experienced in the two centuries [17 and 18] France's campaigns in the years 1665 and 1684, and one Denmark in 1770, Spain in 1775 and in 1784.
