Abstract EN

This study discusses the crisis of democratic transition in Libya after the revolution of February 17, 2011, and the problem of institutionalizing the authorities in light of the institutional vacuum, economic collapse, and chaos by transforming Libya into a state of nature according to hobbesian thought and a state of war of all against all, which resulted in the emergence of the dilemma of trust between Libyan tribes for more than for a whole ten years, the stakes of holding presidential elections have become important and dangerous at the same time.

the mechanism of building a social contract and ensuring peaceful and secure coexistence passes through the bridge of national consensus, in isolation from the narrow loyalties of narrow social groups and the aspiration to build a national state in which tribal differences and ideological differences dissolve.

the impact of internal and external variables on the reality and future of the project of building a national state in Libya will be analyzed, by addressing the dilemma of legitimacy and the problem of its internationalization regionally (neighboring countries) and internationally (atlantic forces).

the research paper will also attempt to address the discussion of the presidential elections scheduled for December 24, 2021, the extent of the transparency and integrity of the political process, and the reality of legal and organizational guarantees for the success of the electoral act by diagnosing the option of the political process (presidencies) as a mechanism to end the internal tribal division east and west and build political consensus and national integration away from threats return to the federal system in Libya.
