Without a doubt, the connection between scientific research and society and its vision of life is one of the priorities of any country.

It has therefore become necessary to define the prerequisites of a philosophical vision that institutes an integrated approach in order to embed it in the scope of research institutes to invest in research and try to embody the proposed ideas in research projects that serve development.

Scientific research, as one of the most important functions of universities, remains complex, with the hope of a qualitative change in the cultural and social environment.

Although the Algerian state has taken a number of measures related to the legal and structural aspect to revitalize scientific research, it must be noted that the gap is still far between the example and the reality.
