يتضمن قانون الاستثمار الجزائري رقم 16/09 المؤرخ في 3 غشت 2016 مجموعة مهمة من المبادئ التي من شأنها أن تضمن جذب و توطين الاستثمارات سواء كانت وطنية أم أجنبية.
و على مدى السنوات الأربع الماضية، بذلت الجزائر جهودا كبيرة لتحسين مناخ الأعمال و الاستثمار و لا سيما من خلال اعتماد تدابير قانونية مثل: المرسوم التنفيذي رقم 17/101 الذي يحدد الترتيبات الخاصة بتنفيذ أنظمة حوافز الاستثمار بالإضافة إلى قانون المالية التكميلي لسنة 2020 الذي أضاف تدابير جديدة.
و بعد مرور أربع سنوات على صدوره، يبدو من المناسب طرح بعض الأسئلة حول مدى تأثير هذا القانون على كل من ترقية الاستثمارات بشتى أنواعها و على ميزانية الدولة، و حول أهمية اعتماد دراسة التأثير في مشاريع قوانين الاستثمار كوسيلة ناجعة لدراسة مواطن الضعف و القوة فيه؟ : Algerian investment law N°

09 dated August 3, 2016 includes an important set of principles that would guarantee the attraction and localisation of investments.
Over the course of the last four years, Algeria has made significant efforts to improve the business and investment climate in particular through the adoption of legal measures such as the executive decree N°.

101 which specifies the arrangement for implementing the investment incentive regimes, the 2020 Complementary Finance Law (2020 CFL) which introduced new measures.
As four years have passed after its promulgation, it seems appropriate to ask some questions about the impact of this law on both promoting investments of all kinds and the State budget, and about the importance of adopting an impact study on investment project laws, as an effective way to study the strengths and weaknesses in this law.
