The process of institutionalizing authority in Libya remains the only rational option for embodying the societal will, mobilizing potentials, employing all available capabilities and investing them in the optimal ways to achieve development in all its levels, forms and dimensions.

The process to institutionalizing power in Libya in the current context aims to shifting from a state of personalization of power and conflict to a state of building a state of institutions to achieve the rule of law by reconsidering the philosophy of managing the state affairs and governance with inaframe work of a social contract that includes all societal actors, guarantees rights and freedom and defines the roles of each actor.

Which requires framing a new constitution by engineering a set of ideas, values and institutions as part of the national collective identity in accordance with theso-called Constitutional State-building.
