تحتل الإدارة العامة في الدولة المعاصرة مكانة يتسع مجالها بقدر اتساع الوظائف، تلعب الوظيفة الإدارية دورا مهما في تحديد مسار الإصلاحات الإدارية و تحقيق التوازن القانوني في إدارة الدولة، فالوظيفة العمومية تستعمل عددا من الأعوان يتزايد بقدر تزايد عدد المؤسسات و حيث أن الوظيفة العمومية بحكم أهميتها داخل المجتمع و طبيعة و كثافة العلاقات التي تنظمها و عصرنة الوظيفة العمومية عبر حسن اختيار موظفيها.
و تحقيق الرقابة يؤدي بدوره إلى عصرنة و إصلاح إدارة المرفق العام.
و تحقيق التسيير الراشد

The public administration in the contemporary state occupies a position that expands its scope with the expansion of jobs, the administrative function plays an important role in determining the course of administrative reforms and achieving legal balance in the management of the state.
And the intensity of the relationships that organize it and the modernization of the civil service.
