The research is entitled: Muawiyah ibn Abu Sufyan policy in managing matters.

It highlights Muawiyah's personality and his upbringing that earned him the characteristics of leadership and the ability to absorb events and benefit from them in how to address the problems that he is going through and being able to rearrange them in a brilliant way.

The research aims to shed light on the personality of Muawiyah ibn Abi Sufyan and his mental qualities that qualified him for the rule and enabled him to absorb the events and problems that he was facing and plan and put them into practice with great wisdom and statesmanship.

The researcher followed the descriptive analytical approach of Muawiyah's personality and his mentality in the policy of matters.

The research concluded that Muawiyah ibn Abi Sufyan is an unusual ruler, who was characterized by mental qualities that enabled him to politicize the people for a period of forty years and all dilemmas disappeared before him without finding an opponent.

The research recommends the stand on the way of Muawiyah in managing matters and the nation’s policy, and evaluate the mandate of the covenant created by him.
