If the new organic laws require a greater precision of the competences, the attributions, the executive aspect and the supervision, they achieved a tangible progress, owing to the fact that the region, by virtue of the broad attributions devolved to it, is become capable of playing a vanguard role in economic, social and cultural development.
This importance attributed to the region can be seen from the comparison of its area of competence with the areas of other communities.

Si les nouvelles lois organiques requièrent une plus grande précision des compétences, des attributions, de l’aspect exécutif et de la tutelle, elles ont réalisées un progrès tangible, du fait que la région, en vertu des attributions larges qui lui sont dévolues, est devenue apte à jouer un rôle d’avant-garde dans le développement économique, social et culturel.
Cette importance dévolue à la région s’observe à partir de la comparaison de son domaine de compétences avec les domaines des autres collectivités.
