The issue of construction disputes is one of the thorny issues facing the administration, as it represents the clash of two different interests, the first is a private interest for owners and individuals with rights “the right of ownership” who wish to exercise their right to property, and the second is a public interest that takes into account the protection of society and the imposition of measures Control in the field of construction, and therefore this study aims to identify the features of the disputes raised in the urban aspect in addition to building an integrated scientific research that includes all construction licenses and disputes arising from it.

In the midst of this research paper, we reached a number of results, the most important of which is the administration's lack of compliance with legal texts in the field of construction licenses, in addition to the failure of friendly efforts to resolve the dispute in the field of construction licenses, as evidenced by the huge number of cases before justice in this matter.
