To create a balance between the right to privacy and the right of justice to disclose crimes in the public interest and to control the perpetrators requires that these conflicting interests be reconciled.

it is presumed that the law protects the private life of persons from attack as a public asset.

there are cases where the law has exceptionally allowed and in the public interest and to address serious crimes allowed follow-up authorities to deviate from the right of privacy of personal communications protected and constitutionally guaranteed to face and detect crimes.

the legislator provided for a set of procedural rules that allowed the use of techniques that allow early detection of potential crimes and rapid intervention to identify their source and identify the perpetrators, but did not leave them to launch them but listed some restrictions on them.
