تعتبر الهجرة السرية ظاهرة عبر وطنية تشكل تهديد ضمني و حقيقي للنظام الدولي و الدول و الأفراد في العالم، و حتى المهاجرين ذاتهم كونها تشكل مازق للامن سواء الوطني او الإنساني او الدولي حيث تعتبر الأسباب السياسية من اهم الاسباب التي تؤدي بالافراد و المجتمعات الى الاندفاع نحو الهجرة الرسمية او الغير رسمية نظرا للظغوط التي يتعرضون لهاو خاصة غياب الامن السياسي في الدولة او الاقليم، و في المقابل الهجرة السرية هي تهديد لسيادة الدول و امنها و هذا عندما تنتهك الدول في حدودها و كذلك عندما تتسبب في زعزعة امن الدولة من خلال الجرائم التي يرتكبها المهاجرون السريون.
لمكافحة معضلة الهجرة السرية يتطلب الاعتماد على استراتيجية الوقاية، الترقية و الحماية و كذا الاستباقية حيث تعمل هته الاعتمادية كل من الدول المعنية بالهجرة اما المنشاة او المستقبلة و كذلك المنظمات الفوق قومية سواء كانت حكومية او غير حكومية
Abstract EN
Clandestine immigration is a transnational phenomenon that constitutes an implicit and real threat to the international system, states and individuals in the maiworld, and even the migrants themselves, as they constitute a predicament to security, whether national, humanitarian or international due to the pressures they are exposed to, especially the ence of political security in the state or region, on the other hand, clandestine immigration is a threat to the sovereignty and security of states, and this is when states violate their borders.
To combat the dilemma of illegal immigration requires relying on a strategy of threats, challenges, prevention, promotion and protection, as well as proactively on the part of the international community.
