War is a phenomenon as old as history, and the legal rules that govern it and regulate the conduct of its operations have gone through successive developments, and over many centuries until it has settled in the form of a set of customs and habits that the warring armies have adhered to in modern times, and which were formulated in the framework of international agreements.

Civilian objectives were among the most important issues dealt with by these rules, especially with regard to the child, as the most vulnerable group among the victims of armed conflicts, as international practice has often proven the terrible exploitation of children, and considering them as the new fuel for contemporary international and non-international armed conflicts.
