The supplementary jurisdiction of the International Criminal Court is an exceptional jurisdiction for the latter to consider the most serious crimes known as international crimes, and is achieved in the event that national jurisdiction fails to consider or decide on such crimes.

Therefore, the concept of the principle of integration on which the latter is based should have been defined in order to achieve the ultimate goal of its creation, namely, to reduce impunity, and this is, of course, after the erosion of its images and then its most important justifications and limitations.

The article concluded that the implementation of the principle of integration, unfortunately, did not achieve its intended goal, but on the contrary it was dedicated and allowed the impunity of many perpetrators and reduced the universality of the jurisdiction of the International Criminal Court because of either the powers of the Security Council, particularly the referral procedure, or even because of the trial of the accused by the judiciary of his State, which prevents his trial again before the international criminal justice system
