The study dealt with the requirements of digital transformation in the university institution, perhaps the most important of which is to provide a strong and sophisticated infrastructure, attract specialized human competencies in the field of information and communication technology, in addition to a legal system that is compatible with the digital environment and able to cope with various digital violations.

The study concluded that the university institution in its process of becoming digitized is subject to challenges and bets, including related to infrastructure and material resources, including human, technical and legal, which hindered the process of integrating modern technologies into higher education section in algeria.
