The public service plays an important and effective role in achieving development in its various stages and fields.

In view of the increasing demand for the public service provided by this facility, and consequently the increase in the volume of public spending, it has become necessary to search for other alternatives in the management of public utilities in order to achieve the largest revenue and the lowest cost.

The aim of this study is to shed light on one of the most important ways of managing income-producing public utilities because of its vital and essential role in improving the incomes of local communities, which is reflected positively on economic and social development in order to facilitate the citizen's livelihood and improve the quality of his life.
