Activities related to local development play great importance to the population of the shadow areas as they are the basic determinants of measuring economic and social progress.

As for governments, they are the focus of public policies for development that tie up the state and the people and therefore contribute to achieving political loyalty and extending the state’s sovereignty.

The Algerian state has given great attention to achieving local development in the shadow areas, as it is recorded the completion of 12841 development projects in various fields with a value of 188.42 billion DA in 2020, and 19,859 development projects worth 292 billion DA that lack funding, which is a huge amount that required the search for financial sources to finance it.

Local tax resources are one of the most important sources of local financing for local communities, as they are the main nucleus for implementing local development programs in the shadow areas.
