This study aimed to identify the role of the second five-year plan (2010-2014) in the development of the road network in Algerian cities - a field study in the state of Oum El Bouaghi, through a survey of the opinion of a sample of the state's residents about the reality of this national project and the extent of commitment to implementing the strategic programs and projects contained in the scheme In the field of the road network, in accordance with a development strategy followed by the Algerian state institutions during the period from 2010 to 2014, as well as after the period of extending the scheme and giving an additional budget to supplement the shortcomings during the years 2016 and 2017, in addition to knowing the extent to which the road network developed during this period conforms to international standards And knowing the opinion of citizens in this process and their satisfaction with it and who was the biggest beneficiary of it, and after conducting the field study, the following results were reached: 1- A large financial cover was granted to the public works sector in order to develop and develop the road network in the state.

- The roads completed within the framework of the second five-year plan did not live up to the aspirations of the citizens, and they see that the biggest beneficiary through this process are the responsible and only.
