Abstract EN

This study aimed to identify the obstacles impeding the implementation of privatization at Kuwait university from the point of view of faculty members at Kuwait university.

the study also aimed to search for statistically significant differences at the level of significance (0.05), that are attributed to the variables of gender, academic degree, college, and experience.

this study was applied to Kuwait university as the study population.

the study sample consisted of (130) faculty members.

the researcher used the questionnaire as a research instrument for her study.

she also used the descriptive survey method.

the results of the study revealed that the study sample agreed on the obstacles hindering privatization, with an average of (3.86).

the most prominent obstacles facing the implementation of privatization at Kuwait university also lie in the society's concerns of privatization because of its confidence in the government's public sector, in addition to the feeble conviction of some government leaders in the privatization process, the complexity of the legal and regulatory requirements for the privatization program, the difficulty of government procedures in implementing the privatization policy successfully, the low qualification of the private sector, as well as the lack of agreement between the private sector and the public sector with regard to rules and regulations.

the results also showed that there were no statistically significant differences at the level of significance (0.05) due to the variables of gender, academic degree and college experience.

the study also reached a set of recommendations, the most important of which is the need to implement privatization on a strict legal basis specified by a legislative framework that is consistent with the vision of the state, which helps to implement it without any obscurity or ambiguity, and also to prepare a binding guidelines for universities wishing to privatize in order to ensure the correct application, get positive results quickly, avoid problems that do not achieve the effectiveness of the application of privatization, in addition to the establishment of strategic partnerships between the public sector and the private sector in order to ensure the implementation of a shift in the university's outputs compatible with the labor market and economic changes.

the researcher suggested conducting some future research studies, such as conducting a study (proposed proposal) complying with the requirements of privatizing Kuwait university in the light of international experiences, conducting a comparative study between several developed countries in the field of privatizing universities, as well as benefiting from those experiences in the field of privatizing universities.
