The article deals with one of the most important principles on which the internal criminal law is based, which is the competence of the national criminal judge in the field of combating emerging crimes, especially those related to informational crimes, which have increased and become threatening the interests of state institutions and individuals together, and their danger is linked to what is known as the phenomenon of electronic terrorism, and from here It was necessary to move towards expanding the principle of criminal text protection to accommodate the issue of confronting the danger and harms of newly created crimes, including information crimes, after the shortcomings of the principle of penal legitimacy in the traditional concept, which was limited only to the regional dimension and state sovereignty, were proven.

For this reason, the legal development in the criminal field has produced a universal idea of the criminal text that is based on the competence of the national judge to combat emerging crimes, including information crimes, regardless of the nationality of their salary, place of commission, or even the nationality of the victim in it, as it embodies the principle of international solidarity in the fight against information crime, not This is evidenced by the haste of states to circumvent joint agreements and treaties in this framework, although these international efforts are undermined by many obstacles that remain a barrier to attempts to address the prejudice or threat to vital interests resulting from the newly created crimes.
