International conventions related to International humanitarian law have given great importance to the process of disseminating its rules at the national level, this increased interest in stipulating new rules related to the protection of the environment during armed conflicts.

these agreements have obligated states, in addition to rebel movements, to publish the rules for protecting the environment during armed conflicts.

This is in view of the preventive role played by the process of dissemination of these rules at the national level in order to provide the necessary protection for the environment before, during and after the occurrence of armed conflicts.
