National security is concerned with the state's ability to not only protect the homeland and the citizens from the threats facing it, but also related to its ability to invest in opportunities, enhance the resources of strength, overcome its weaknesses and improve the quality of life and its level.

The concept of national security is not limited to one specific field over another, as a result of the multiple roles of the state and its internal and external interactions.

National security seeks to achieve the comprehensive and multiple goals of the state and to preserve its vital interests.

Water security is one of the main pillars for preserving the national security of states, because of its important strategic, political, technical, security and legal dimensions that greatly affect the strength of the state.

Water security for individuals is also a basic human right.

Therefore, the matter requires the existence of an institutional system in the state based on the processes of planning, implementation, organization, direction and control in order to reach the level of effective empowerment of this right and provide a guarantee for achieving the equitable distribution of water in order to achieve national security.
