The study aims to formulate a concept for in-service teacher training in primary schools through the training units which available in it, and the study presents the experiences of some countries in the field of transforming schools into effective learning societies, such as Malaysia, china, Saudi Arabia and Britain.

where the study deals with factors affecting the education and training of teachers in schools to use advantage of them for developing training unities in our primary schools, and to enable the teacher for absorbing the current changes with renewed skills, as continuous learning for him and his pupils in lifelong.

these countries could transforming their schools form just educational institutions to effective schools, then to effective learning societies, in which all components of the educational system interact like a school building, curriculum, the teacher, the learner, the administration and community participation, to create a supportive environment for developing its human elements, therefor pay attention to in- service teacher training programs in schools, which an important tool to modernize the school and mace it more effective, to raise the professional competence of teachers and improve their educational product.

the study used the descriptive analytical method, and reached to results for example, the shortcoming of the training units in their current organization to perform its role in the professional development of teacher, and the study identified some measures to activate its role in light of benefiting from the experiences of the countries under study.
