بعد خروج الآلاف من المغاربة للشوارع مطالبين بإصلاحات و تغييرات تحد من صلاحيات الملك و تمنح حرية أكبر لباقي الهيئات، و هذا ما عبرت عنه حركة 20 فبراير، سارع الملك بالدعوة إلى اجتماع لجنة استشارية لمراجعة الدستور لتهدئة الوضع خاصة مع الغضب الكبير من المشاركين في المظاهرات.
نهدف من خلال هذه الورقة البحثية إلى معرفة ما إذا كانت هذه الإصلاحات و التغييرات قد أدت فعلا إلى قيادة المغرب نحو مسار ديمقراطي يحد من هيمنة المؤسسة الملكية و ذلك في ظل حكومة عبد الإله بنكيران (2011-2016) ما توصلنا إليه أن هذه الإصلاحات رغم أنها لم تقدم الكثير، إلا أنها استطاعت استيعاب الواقع و إرضاء جميع الأطراف من خلال إدخال جملة من الإصلاحات تخص الهيئات : التنفيذية، التشريعية، و القضائية و منح جزء من الحرية و الاستقلال في عملها، و قد جنبت المغرب مساوئ الربيع العربي بالحفاظ على الاستقرار، لكن في المقابل حافظت على الدور المحوري للملك، و هذا ما عكس ضعف حكومة بنكيران في وجه التحديات التي واجهتها.
Abstract EN
After thousands of Moroccans took to streets to demand constitutional change and farther restrictions to king’s power, as a result of the 20th February movement, the king called for the convening of advisory committee to revise the constitution and make reforms to calm those angry crowds.
in this paper we try to investigate whether these reforms advanced morocco towards full democratic transition under the government of Abdel-Ilah Benkiran (2011-2016).
the conclusion of this research is that these reforms succeeded in avoiding the results that affected other Arab spring countries, gave the angry mob some changes including enlarging the power of executive, legislative and jucial prances while reserving considerable power for the king and this was due to the weakness of Benkiran governments in the face of those big challenges.
