Within a short period and the thanks to his policy and the ability of managing his state affairs, caliph Umar Ibn Abdul-Aziz was able to understand and identify the deficiencies in the economic policy at that time.

he was also able tounderstand the importance and the impact of the wealth's distribution in the welfare of the Islamic society.

then the financial reform that was based on the fair redistribution of wealth according to Islamic teachings was the starting point for his reformist policy, and as the mechanisms that contributed to achieving the balance on the social and economic levels.

this study aims at referring to the most important principles of the economic policy in designing the development plan in the Islamic rule period, and to evaluate its positive outputs that was like a qualitative leap that reflected deservedly the efficiency of the economic and administrative system that is in conformity with the Islamic approach.
