This research paper aims to address the package of mechanisms and initiatives carried out by Algeria, with the aim of reforming and modernizing the public utility, improving its stereotyped image and bringing it closer to the citizen, by improving the electronic readiness of infrastructure and activating the mechanisms of digital transition for electronic management.

where the duality of electronic readiness and digital transition was addressed as an entry point for public service reform, and a review of Algeria’s efforts to reform public facilities, the study finally concluded by acknowledging that Algeria has made significant efforts in attempts to modernize public facilities, but it remains insufficient to improve the quality of public service, due to a number of obstacles.

which stands as a barrier in activating the digital transition mechanisms of electronic bureaucracy.
