according to a conditionality system, its basic functions were shaped by international factors that reshaped the theoretical and practical framework for managing development operations in two fundamental variables: the decline of the socialist philosophy that culminated during the cold war and the bipolar conflict, and the emergence of the neoliberal-oriented world order.
