تطور الجهاز الاقتصادي لمناطق السكن الحضرية الجديدة لم يؤخذ أحيانا بعين الاعتبار المشهد الحضري، لا سيما من خلال التغييرات التي طرأت على استخدام السكنات حيث تم إدخال أنشطة جديدة على نحو سيء، فتضررت عمارة المباني بصورة ملحوظة و تلوثت بصريا.
في سياق يتسم بالتساهل في تطبيق القوانين، و الفصل بين مختلف المصالح و سوء المراقبة، المهنيين و التجار قد تبنوا سلوكيات، ترافق فيها التهور أحيانا مع تجاوزات مفرطة.
على الرغم من المزايا النفعية و الجذب و الحركية التي تقدمها، التعايش بين وظائف مختلفة تسببت في بعض الصراعات أثناء استخدام الأجزاء المشتركة.
Abstract EN
The development of the economic apparatus of the ZHUN has not often taken into consideration the urban landscape, especially through the changes in the use of public housing.
The insertion of those new activities was badly operated; the architecture of the housing was noticeably degraded and visually polluted.
In a context marked by laxness application of regulations and laws, the partitioning between competent services and deficient control, we should admit that professionals and traders have adopted behaviors, in which carelessness has sometimes combined with excess overruns.
Despite the utilitarian, attractive advantages and of the order of animation that it presented, the coexistence of various functions caused to some conflicts of uses in the common parts.

Le développement de l’appareil économique des ZHUN, n’a pas souvent pris en considération le paysage urbain, surtout par les changements d’usage des logements.
L’insertion de ces nouvelles activités était mal opérée, l’architecture des logements était sensiblement dégradée et polluée visuellement.
Dans un contexte marqué par un laxisme d’application de lois, cloisonnement entre les services compétents et un contrôle déficient, les professionnels et les commerçants ont adopté des comportements, dans lesquels l’insouciance s’est combinée parfois à des dépassements démesurés.
En dépit des avantages utilitaires, attractifs et d’animation qu’elle présente, la coexistence de fonctions diverses a provoqué quelques conflits d’usages dans les parties communes
