Abstract EN

This study investigates the historical dialectic between centralization and decentralization at the level of local administration from the relation of the first one with the second one, the first one being represented by the elected representative and the second one being represented by the local voter.

This relationship carries much controversy for its ambiguity in terms of mutual control and impact, which casts a shadow on the management of local communities.

The expression is either negative in terms of attracting management and implementation or positive in terms of integration and coordination.

Cette étude examine la dialectique historique entre centralisation et décentralisation au niveau de l’administration locale du point de vue de la relation de la première avec la seconde, la première étantreprésentée parl’éluet la secondeétant représentée par l’électeur local.Cette relationsuscite une controverse quant à son ambiguïtéen termes de contrôle mutuel et d’influence réciproque,ce qui jette une ombre sur la gestion des communautés locales.L'expression estsoit négative en termes d'attraction de la gestion et de la mise en œuvre ou positive en termes d'intégration et de coordination.
