Is the Public-Private Partnership contract the most appropriate tool of ensuring the public development policies? In this context, therefore, the issue of the benefit of employing the partnership contract deserves to be raised.

In addition, is the issue of determining what is meant by the benefit is still essential? From our viewpoint, this issue should be viewed from two different viewpoints: if we adopt the State's view and, more precisely, the services designing the partnership contract and drafting the law, it can be reaffirmed.

What the partnership contract and its system bring regarding public interest is more influential than what other tools bring.

It is also necessary to take into consideration the perspective of ordinary people that has led us to choose a contractual solution there which leads us to take into account not only the comparative advantages but also the disadvantages of resorting to the partnership contract.

In the light of all the above, the first part of this study is going to demonstrate that the public-private partnership contract carries some contractual rationality (Part I).

Part II is going to try to offer benefits but also perceived risks for this contract (part II).
