Arabic Abstract

تلعب الاتفاقيات الدولية دورا فاعلا في توفير الحماية للفئة التي أتوا من أجلها، ولكن في الواقع لا تغطي تلك الحماية واقع المسنين رجالا ونساء، لأنه في البداية لا توجد اتفاقية خاصة للمسنين ولا حماية لهم من خلال القوانين الدولية، تلتزم الدول باتخاذ الإجراءات المناسبة فيما يتعلق بالمسنين، وهذا يعني أنه لا توجد هيئات رقابية ولا آلية للشكاوى الفردية، لذلك نحتاج اليوم إلى اتفاق دولي للتأكيد على حقوق كبار السن ووضع نظام لرصد قضية الدول في كل ما يتعلق بأوضاع كبار السن، ولحين إبرام هذه الاتفاقية لا بد من معرفة حقوق المسنين الاقتصادية والاجتماعية في المواثيق الدولية للمسنين من خلال المؤسسات الدولية.

English Abstract

International conventions play an active role in providing protection for the group for which they came, but in fact that protection does not cover the reality of elderly men and women, because in the beginning there is no special agreement for the elderly and no protection for them through international laws, states are obligated to take appropriate measures with regard to the elderly this means that there are neither monitoring bodies nor individual complaints mechanism, so today we need an international agreement to emphasize the rights of the elderly and to establish a system for monitoring the issue of states in everything related to the conditions of the elderly, and until the conclusion of this agreement, it is necessary to know the economic and social rights of the elderly in international conventions for the elderly through international institutions.
