The research deals includes the international responsibility in terms of its concept, conditions, types, effects and contraindications, and with the global spread of the new Corona virus "COVID 19" and the infection and death of millions of people, and the economies of all countries suffered heavy losses as a result of the interruption of life due to the quarantine requirements that were applied globally, and in light of Skepticism about the fact that this virus is laboratory-created by one of the countries to use it as a biological weapon, but it has gone out of control.

It is necessary to talk about the position of international law on the use of biological weapons, and is it possible to ask the world health organization or the country causing the outbreak of this crisis about the damage the world has suffered as a result of the spread of this virus?
