Abstract EN

In this study, we dealt with the origin and significance of the concepts of civil society and the state, and it was clear to us that the analysis of the origin of each concept and its relationship to the other is based on each other, and that their significance is linked to the social, political and intellectual development of Western countries, as the two concepts appeared with new meanings commensurate with the nature of the historical development of this As for the use of the two concepts in Arab countries in the areas of political and social thought and practice, it was recent and not rooted, as the beginning of the use of the concept of civil society as a tool for understanding and analysis dates back to the mid-1980s, when it was used as a goal that these countries aspire to reach.

It is worth noting that the process of introducing the two concepts was in the midst of the dynamic of the profound transformations that the Arab countries are going through.

Therefore, the thinkers interested in studying them were divided into two categories, between supporters of the validity of their use and those with reservations about it.

Our contribution, by addressing these aspects, is to highlight the importance of discussing the problem of associations that make up what is known in Arab countries as civil society, in terms of their difference from civil society associations, their status and their ability to play important roles in the progress of societies.
