The discussion dealt with the Libyan-French relations since France's occupation of Fezzan, and clearly focused on the efforts of the Ben Halim government in resolving the outstanding problems with France, as France had controlled the Fezzan region since 1942, and after the independence of Libya in 1951, the latter concluded two temporary agreements with France, one of which is military and the second.

In order to replace them with a treaty that regulates the relationship between the two countries, France tried to conclude a treaty with Libya similar to the Libyan - British treaty, but the Libyan governments were refusing to do so because of France's colonial policy in Algeria and Tunisia, and when Bin Halim took over the government to conclude a treaty of alliance and good neighborliness with France is based on the recent evacuation of its forces from Fezzan, in exchange for facilitations for the passage of French forces to its African colonies through Libyan territory.
