لأن ثقافة الفساد باتت أمرا سائدا في الجزائر، ما جعل الظاهرة تكتسي شرعية اجتماعية دون تخوف من الآثار المنجرة عن ذلك، فالجميع مسؤول أمام الظاهرة، و المناصب لا تعفي أحدا من المسؤولية، بل إنه يمكن القول أن المنصب أكبر ما يفتح الشهية على الفساد و جرائمه، بحيث قد تنصهر أمامه القيم الأخلاقية، مع أن الوظيفة بصفة عامة تفرض قوة الوازع الديني و الولاء للدولة، و عليه فسلبية الجانب الخلقي للموظف يندرج ضمن أحد الأسباب الداخلية التي تضطلع في قيام جرائم الفساد، فضلا عن عوامل أخرى تساهم في تفشي الظاهرة.
Abstract EN
As the culture of corruption has become prevalent in Algeria, which led to the social legitimacy of this phenomenon without fear of the consequences, everyone is responsible for the phenomenon regardless of the position they hold.
Nevertheless, the position is sometimes the greatest incentive to corruption and crimes, to the detriment of moral values, although the position generally imposes religious power and allegiance to the state.
Therefore, the absence of the moral aspect of the employee is one of the internal causes of corruption crimes, as well as other factors contributing to the spread of the phenomenon.

La culture de la corruption étant devenue répandue en Algérie, à tel point que le phénomène a acquis une légitimité sociale sans crainte des conséquences qui en résultent, tout un chacun est responsable du phénomène quel que soit le poste qu’il occupe.
Néanmoins, le poste est parfois le plus grand incitateur à la corruption et aux crimes, au préjudice des valeurs morales, bien qu’à l’origine, le poste exige la conformité aux valeurs de la foi et la loyauté envers l’État.
Par conséquent, l’absence de l’aspect moral de l’employé est l’une des causes internes des crimes de corruption, outre d’autres facteurs contribuant à la propagation du phénomène
