This research aims to trace the rule of legislation according to the Hanbalis, from the topic of time to the end of the topic of tayammum, and to collect and study it, in which it relied on the descriptive inductive approach.

this research included an introduction, two chapters, and a conclusion.

introduction : it includes the objectives of the research, the importance of the research, the reasons for its selection, the research methodology, the limits of the research, previous studies, and the research structure.

the first topic : in defining the rule of legislation, the importance of knowing it, and showing the care of the Hanbali jurists in it.

the second topic : the rule of legislation according to the Hanbalis, from the topic of time to the topic of tayammum.

conclusion : it includes the most important results, including : 1.

the entire Sharia is based on governance and realizing the interests of the people in the life and the hereafter.

the interest of the Hanbali scholars in explaining the ruling of legislation in their books, especially Ibn Taymiyyah and his student Ibn al-Qayyim.

the conclusion also included the most prominent recommendations, including : one of the research ideas related to the rule of legislation is to collect this rule in one of the jurisprudential schools, or with an imam of the imams, and build the jurisprudential issues on them as possible.
