Many doubts were raised about the blockchain, which made governments stay away from it ; Especially in official transactions and it’s records.

One of the most important reasons for this is what technology calls for real changes in the architecture of current electronic systems, Such as the decentralization of preservation, the rejection of institutional control over decisions, and the opening of areas for the participation of societies and individuals.

The systems for creating, preserving and archiving Records were certainly not far from these changes, Which made the study raise questions about the availability of technical and legal conditions in the official records produced by the blockchain, And if we can implement blockchain in our institutions?.

The study relied on the Descriptive analytical method in defining the blockchain, its elements, types, design platforms, working mechanisms, methods of use in records and archives management software and discuss the problems of the application.

One of the most important results of the study is that the blockchain included most of the conditions necessary for the validity of records, but It fails to support identity disclosure and eligibility verification requirements, In addition, the blockchain gives institutions and archives the authority.

Therefore, the study suggests a partial use of technology because it is appropriate with our current conditions.
