إن نظريات الإعلام تعنى بوضع الفلسفات والأسس العلمية للإعلام والسياسات الإعلامية في أي دولة أو أي مجتمع أو أي مؤسسة إعلامية كانت خاصة أم عامة، فيما يتعلق بملكية وسائل الإعلام وحق الجمهور في المعلومات والمعرفة وطبيعة النظم السياسية التي تعمل هذه الوسائل للتعبير عنها.
إن الهدف من هذه الورقة البحثية هو أولا الاطلاع على هذه الفلسفات والنظريات التي تعكس النظام الإعلامي في الدولة، وتحديد علاقة نظريات الإعلام بفلسفته، وتأثير تلك العلاقة على الوظائف التي يؤديها الإعلام في المجتمع، وكذا تأثير فلسفة الإعلام في رسم ملامح العلاقة بين السلطة السياسية ووسائل الإعلام ووظائفها في المجتمع، ونختم هذه الورقة البحثية باستقراء فلسفة ونظريات الإعلام التي بني عليها التنظيم القانوني للإعلام في الجزائر، بوصفه صورة عاكسة للسياسة الإعلامية الجزائرية وترجمة لطبيعة علاقة السلطة السياسية بوسائل الإعلام منذ الاستقلال.
Abstract EN
The aim of this research paper is first to explore the philosophies and theories that reflect the media system in the state, and to determine the relationship of media theories to its philosophy.
and the impact of that relationship on the functions performed by the media in society, as well as the influence of the media philosophy in shaping the features of the relationship between political power and the media and their functions in society.
we conclude this research paper by extrapolating the media philosophy and theories on which the legal regulation of the media in Algeria was built, as a reflection of the Algerian media policy and a translation of the nature of the relationship of political power with the media since independence.
