تعد الجماعات المحلية ( الولاية و البلدية) هيئات تمثل امتداد سلطة الدولة و سياستها على المستوى المحلي، بحيث تسعى الدولة من خلالها إلى التقرب من المواطن لتحقيق ما يتمناه من تنمية و تحسين لظروفه المعيشية، لذا وللوصول إلى ذلك لابد من توفير موارد مالية كبيرة تمكن الجماعات المحلية من ذلك.
وعليه و من خلال هذه الورقة نسعى إلى التعرف على الجماعات المحلية ودورها في التنمية المحلية، التطرق إلى أهم الإصلاحات التي عرفتها المالية المحلية و أثرها على تنمية الجماعات المحلية عامة و على بلدية شروين خاصة، لنتوصل إلى أن هذه الإصلاحات في بلدية شروين لم يتم الالتزام بها لذا هي تعاني من شح في الموارد مما يؤثر سلبا على التنمية فيها.
