The period of the King Hassan II's rule was marked by his dominance over the practice of constitutional interpretation, tapping into his centralization in the Moroccan political system and his legitimacy which is derived from religious, historical and constitutional sources.

the king considered himself the main producer of the content of the constitutional base and the binding political values of all political actors, in light of the unity of power at his level.

the indirect royal interference in the practice of constitutional interpretation in Morocco took two forms : on the one hand, the royal interpretation of some constitutional requirements formed a frame of reference that the constitutional judiciary was keen on translating it literally in its decisions.

on the other hand, the king interfered with the pattern of the constitutional judge's work through directing him to the nature of the methods of interpretation on which he must rely, especially through the royal speech mechanism.

hence, the king was the main and decisive reference in interpretation.
